A: Yes

Q: Is it true that the Goliath's Remote Control SA can't be used for defensive fire in any phase or situation?
A: The Goliath can attack using its normal attack dice in any situation where an attack would be allowed, including defensive fire. The Remote Control SA can be used only during your own assault phase, which means it can't be used in defensive fire.
